Call to implement Epsen Act to protect rights of children with special needs
Fianna Fáil leader Micheál Martin has called for the remaining provisions of the Epsen Act 2004 to be implemented.
Mr Martin told TDs that “the parts of the Act that give rights to children have never been commenced”, The Irish Times reports.
He said the implemented sections dealt with policy, the setting-up of a special education review council and other structural elements.
Meanwhile, he said, the sections yet to be implemented related to educational assessment for all children with special educational needs, the development of a statutory individual education plan and the delivery of detailed education services.
He also criticised an “appalling provision” of physiotherapists, occupational therapists and speech and language therapists.
Taoiseach Enda Kenny said work was underway that “over time will allow for the fulfilment of the remaining sections of the Epsen Act”.
