Philip Lee appoints Leonora Mullett as planning and environmental partner
Corporate law firm Philip Lee has announced the appointment of Leonora Mullett as a partner in its planning and environmental department.
Ms Mullett has extensive knowledge of planning and environmental law, local government law, litigation, dispute resolution and public law, with significant experience in representing State sector bodies including An Bord Pleánala, the Housing Agency and the Health Service Executive.
Prior to joining Philip Lee in 2019, she was legal advisor to Dublin City Council for 10 years, where she was responsible for local government environmental prosecutions, defence of judicial review proceedings concerning planning and social housing, prosecution of statutory injunctions, defending statutory appeals regarding waste licences, claims management and providing an advisory service to all council departments.
Ms Mullett will continue to work alongside partners Rachel Minch SC and Alice Whittaker, who lead Philip Lee’s planning and environmental practice.
Commenting on the appointment, Ms Minch said: “Leonora’s appointment as a partner recognises her important contribution to the firm. With over 20 years’ experience as a litigation solicitor, her extensive knowledge and experience will further strengthen the team’s first-tier position in the Irish business law market across environment and planning.”

She has previously lectured on the Planning and Environmental Law Diploma in the Law Society, has spoken at the Europol Environmental Crime symposium and at conferences of the Irish Planning Institute, Dublin Solicitor Bar Association and Local Authority Solicitor Bar Association.
