Siobhan Phelan SC to be third appointment to High Court
Siobhan Phelan SC has been nominated by ministers for appointment as an ordinary judge of the High Court.
Her appointment was approved alongside that of Judge Karen O’Connor and Conor Dignam SC, whose nominations for appointment to the High Court were confirmed earlier this week.
Ms Phelan served as chairperson of legal rights group FLAC from 1995 – the year she qualified as a barrister – until 2004.
A graduate of Trinity College Dublin, she has been in continuous practice as a barrister since 1995 and was called to the Inner Bar in 2015.
Her practice specialisation was in the area of public law, acting for both applicants and public body respondents in judicial review proceedings.
She had a particular interest in human rights law and has been involved in many of the leading constitutional cases of the last decade.
In addition, she had a general civil litigation practice and has practised across all court jurisdictions in areas from planning, health and safety, commercial, employment, personal injuries, equity, defamation, family law and property law.
