‘Grace’ commission of investigation hands over phase one final report
The first phase of a commission of investigation established following allegations of abuse involving an intellectually disabled woman known by the pseudonym ‘Grace’ has finally been completed.
Marjorie Farrelly SC was appointed in 2017 to chair the investigation into the care and protection of ‘Grace’ and others in a former foster home in the southeast which has been the subject of abuse allegations.
The first phase of the commission’s work was originally expected to take just one or two years, but Ms Farrelly later said this estimate was made “when the real scope of the investigation could not have been foreseen”.
Two significant interim reports were published in 2021 and identified “systemic failings” by officials in regards to ‘Grace’.
The Department of Children, Equality, Disability, Integration and Youth yesterday confirmed that it had received the final report, as well as a statement on the proposed second phase of the commission, both of which it has referred to the Office of the Attorney General for legal advice.
