Michele O'Boyle SC and Paul McGarry SC join Legal Services Regulatory Authority

Former Law Society president Michele O’Boyle SC and former Bar Council chairperson Paul McGarry SC are among six new appointments to the Legal Services Regulatory Authority (LSRA).

Tom Boland has been named as chairperson as the government announced six new appointments and two re-appointments to the 11-member authority responsible for the regulation of the legal professions.

Mr Boland, nominated by the Higher Education Authority, replaces outgoing chairperson Dr Don Thornhill, who has held the position since the establishment of the LSRA in 2016.

“The LSRA plays an important role in supporting the fair and effective administration of justice, protecting the public interest and promoting the rights of consumers relating to the provision of legal services,” justice minister Helen McEntee said.

“Since its establishment in 2016, the LSRA has ushered in effective systems and protocols to ensure accountability and transparency within our legal services sector.

“I am delighted to welcome those who have been newly and reappointed to the authority, including the incoming chairperson, Mr Tom Boland. Their experience and expertise will build on the eight years of progress already achieved.

“Following government approval, I have issued letters to the respective appointees. I have also written to the incoming chairperson of the Authority to confirm his appointment to that position.”

Ms O’Boyle and Mr McGarry were nominated by the Law Society of Ireland and the Honorable Society of King’s Inns respectively.

The other three new appointments are Emily Sherlock, nominated by the Legal Aid Board; Bríd O’Donovan, nominated by the Citizens Information Board (CIB); and Paul O’Donovan, nominated by the Consumer’s Association of Ireland (CAI).

Two members have been reappointed: Eilis Barry, nominated by the Irish Human Rights and Equality Commission; and Simon Murphy, nominated by the Law Society.

All members of the LSRA are appointed for a term of four years and can be re-appointed for an additional four years — but cannot hold office for more than eight years overall.

Mrs McEntee said: “I would like to thank the outgoing chairperson, Dr Don Thornhill, and all of the outgoing LSRA members for their hard work and dedication.

“I commend their accomplishments — in particular the publication of reports looking at how legal education and training can be reformed and on the barriers that individuals face in trying to enter into the legal profession.

“The authority’s implementation plan to address the barriers facing many newly qualified and early career solicitors and barristers is a key first step in widening and increase access to education, training, and career opportunities to suitably qualified people of all backgrounds.”
